Executive summary
The dataset covers 16 markets: 14 in Europe plus Canada and the USA. Under the July 2026 EHA qualitative framework, 8 are marked “more open”, 7 “selective” and 1 “very strict”. The calculation is 8 + 7 + 1 = 16.
These labels are not official federation categories, a performance ranking, a salary comparison or evidence of current vacancies.
Method
- Unit: one country market and its public senior/junior pathways.
- Inputs: the 16 EHA country guides, their official federation, league, IIHF and government links, plus the EHA league reference.
- Factors: breadth of visible pathways, general import route, administrative friction and the sporting standard required of an external player.
- Output: one qualitative category. No numerical score is assigned because comparable contract and vacancy data are not publicly available across all markets.
- Update: July 2026; verified changes are monitored monthly and reviewed before publication.

What the comparison shows
- Market openness is not sporting quality. A “more open” market can still reject a profile that does not fill a roster need.
- Citizenship is an administrative variable. Import status and lawful work status remain separate checks.
- Junior and senior routes are not interchangeable. Age eligibility, education, guardianship and development role change the decision.
- More leagues do not prove more vacancies. Roster demand changes throughout the season.
- There is no universally best country. The relevant route depends on position, level, age, passport, contract status, timing and budget.

Does “more open” mean a contract is likely?
No. It only describes the relative market route in the EHA framework. A club vacancy and player fit must be verified individually.
Why is there no numerical score?
No single comparable public dataset measures contract access across all 16 countries. A precise score would imply accuracy the evidence does not support.
